Updated GitHub permissions for Releases

Adding "Actions: Read & Write" permissions to trigger release workflows

With the recent launch of Aviator Release Management private beta, we are adding "Actions: Read & Write" to our GitHub permission requests. This new permission will allow Aviator to fetch and trigger GitHub Action workflows in order to complete a few release and deployment related tasks. If you wish to opt in for the private beta of Aviator Release Management, please make sure the new permission is granted. Meanwhile, this new permission does not have an impact on the existing functionalities of other Aviator products, including MergeQueue and FlexReview.
